Planning permission and the Green Belt in Epping

The council's own Local Plan evidence puts roughly 92% of the district within the Metropolitan Green Belt — one of the highest proportions of any authority in England.

A common misunderstanding is worth clearing up: Green Belt designation does not by itself remove permitted development rights for gates, walls and fences. The national thresholds still apply — a gate over 1 metre high adjacent to a highway used by vehicles, or over 2 metres elsewhere, will normally require permission. Where Green Belt status does bite is on anything more substantial: large masonry piers, new walling, altering an access onto the highway, or any structure that reads as new built development in open countryside. Additional consent applies in the Epping High Street conservation area and for listed properties, of which the town has a number. And if your access crosses or adjoins Epping Forest land itself, be aware the Forest is managed by the City of London Corporation as Conservators under long-standing statutory protections — permission from them may be needed separately from anything the council decides.
